CEBS, Director, Compliance Services
Penny joined CBP in November 2010. As a Compliance Coordinator she brings over 25 years of experience in Employee Benefits, Compensation and Human Resources to the team. She is a Certified Employee Benefits Specialist and a longtime member of the International Foundation of Employee Benefits. Penny’s most recent work experience was at The Dannon Company, Inc., as Mgr. of Employee Benefits. She graduated from the University of Arizona with a BA in Anthropology and graduate work in Law.
VP, Client Services
Robin joined CBP as a Client Service Representative in June 2008. Robin was recently promoted to Manager, CBP HR, the newest division of CBP that handles all aspects of Human Resources. She has 25+ years of experience in HR/Client Services with a focus on hiring, training and management.
She graduated from Roger Williams University with a BA in Marketing and minor in Computer Science and Economics.
Debbie joined CBP in June 2014 as a Technology Consultant. She brings with her a wealth of experience in industries ranging from commodities trading, manufacturing and importing to insurance and professional services. As Technology Consultant, she works closely with clients to assess their needs and provides objective advice on the implementation and use of technology platforms.
Debbie graduated with a BA in Psychology and Sociology from New England College and an MBA from the University of Connecticut.
Terence S. Fitzgerald, MD
Chief Medical Officer
Dr. Fitzgerald has broad experience in clinical and administrative medicine. He is board certified in Pediatrics, Allergy and Immunology. He conducted a clinical practice focused on the prevention, evaluation and treatment of allergic diseases in Stamford, CT from 1974 through 1994.
In 1995 Dr. Fitzgerald assumed a part time medical director role for a regional health insurance company in Connecticut. He progressed to a full time position as the Regional Medical Director for Connecticut for a large national health insurance company. His responsibilities included quality of care programs, peer review, utilization review and presentation of health and wellness programs. In recent years he was the clinical lead on a team that reviewed and evaluated the utilization and demographic patterns of large self-insured clients in the tri-state area. The results of these reviews were presented to the clients to assist them in determining an appropriate overall health and wellness strategy for their employees and families.
He received his BA and MD degrees from the University of Vermont, completed post-doctoral training in Pediatrics, Allergy and Immunology at the Medical College of Virginia in Richmond, VA and served as a medical officer in the U. S. Army from 1972 through 1974.
Andrea joined CBP in July 2013. As our Wellness Manager, she brings over 15 years of experience in management consulting and strategic solutions. She is responsible for assisting with the development, implementation and evaluation of comprehensive wellness strategies for existing and prospective CBP clients. She provides assistance and support to CBP clients by developing personalized programs that fit clients’ unique health management needs, wellness program implementation, committee development, promotion and marketing of their programs to encourage participation. In addition, she conducts program analysis for generating reports related to program participation, health assessment and client utilization. As the Wellness Manager, she interfaces with CBP’s Chief Medical Officer, Dr. Terrence Fitzgerald, to leverage clinical and analytic data in support of CBP’s health management solutions.
As a former Managing Principal at Transformation One, a consulting firm, her focus was to support small to medium sized organizations with the strategy, planning, and implementation of successful wellness programs. In addition, she is a Holistic Nutrition Counselor who has supported on-the-go professionals in promoting healthy lifestyle choices within the workplace and home. She is a certified Health and Nutrition Counselor through SUNY Purchase and the American Association of Drugless Practitioners. In addition, she is a NASM Certified Personal Trainer. She graduated with a BS in Engineering from Cornell University.
Jessica Z. Wragg
General and ERISA Counsel
Jessica Wragg provides legal advice and counsel to CBP in business matters, including in a broad range of employment matters and employee benefits matters. She is a senior associate with Robert Noonan and Associates where she advises and represents management in a broad range of employment matters arising under state and federal laws and on employee benefits matters, including ERISA (Employee Retirement Income Security Act) compliance and defense. Her prior professional experience includes United States Department of Labor in the Employee Benefits Security Administration, where she assisted employers with compliance obligations under ERISA.
Jessica holds a juris doctor from Suffolk University Law School in Boston, Massachusetts, and a B.A. degree from Wesleyan University.
Senior Financial Adviser
Matt began his career as a financial adviser in 1994. He provides financial planning and insurance protection to individuals and business owners. While leading the CBP Executive division, he has the skills, knowledge and experience required to help meet a client's established goals.
Matt is a Certified Financial Planner (CFP) and has 3 additional designations from The American College. These include Chartered Life Underwriter (CLU), Chartered Financial Consultant (ChFC), and Chartered Advisor for Senior Living (CASL). He graduated from the University of Connecticut with a BS in Finance.
